Dc consent!

Does anyone know wot a dc consent actually does? My 86 trx350 won spark and noticed theres no dc concent fitted but does have the wires. It was bought as non runner!!!

The dc consent is for an 12 volt acc.plug! Like for an spot light or cell phone. etc....
