Well what utility atv do you have?? You can get a high performance exhaust for most atv's and a k&n filter with a jet kit will also give you more power. If ground clearance isn't a problem you could go down a tire size but the would just make it easier to spin them. Also if just a pipe and filter doesn't add enough power then you can always get a big bore kit and cam.

Going down a tire size would change your final drive ratio too and give you less top speed. Go up a tire size and you'll get a little faster top speed, especially if your bike has the power to handle it. If its a smaller engine, the extra weight of larger tires may slow it over all..
