Back to the topic at hand:
Your friend may have reduced the backpressure on his engine so much that it will never run right,
rejetting or not, if he took everything out of the muffler. Some engines are touchy about backpressure.
Try partially covering the end of the pipe with a gloved hand and see if it idles. Jets won't affect idle,
as it is controlled by the mixture screw. Jets don't come into play until about 1/10 throttle, and then it is the pilot jet, not th main jet or needle. You can try adjusting the mixture screw, but it may not help. He may have to put some of the guts back.
