I believe the designers consider manipulating a twist throttle difficult at full lock, especially hard-over right-hand turn, more difficult in rough terrain when lots of grip strength of the throttle hand is necessary just to hang on (i.e., it's hard to twist a throttle with precise contol when the hand, wrist, and arm are in the extreme steering postion over rugged and steep terrain when hanging on is critical).
ATV designers believe a thumb lever more effective and safer in the likely ATV riding environment, I think, in contrast to a motorcycle that seldom encounters a situation with the handlebars turned at full lock.
I'm often wrong and could be mistaken in this case. However, I prefer a thumb lever throttle on my ATV's for my riding style and environment, regardless of the design philosophy behind this arrangement.
