If that is so I would go with the biggest bike that you can reach the ground. I would not go anything under a 100cc 4 stroke.

The salesman won't recommend anything over a 90cc to you because you're under 16, as per the manufacturer's recommendations. He's making sure he covers his rear for liability reasons. I'm 44 yrs old, 5'3" and 118 lbs. and I used to have the 2003 XR100R and it wasn't enough power . . . believe me, if you get the 80, in about one week you'll want something bigger - guaranteed. I have since sold my 100, bought a 250 quad, and just sold that and got the 400EX. Now, I'm happy with the power and will keep this one for good.
Do you have a friend or family member who's got a small bike you could learn on and get used to? That would be your best bet, and then you can decide if you want to buy something bigger, and you probably will. You'll probably want at least a 125cc.

They still make the CR85R dont they? The 4 stroke would be ok if you want to just putt around but the first time you get passed by a 65 cc 2 stroke youll be sick.Granted the 85 2 strokes are powerful, abeginner who uses his head could master one pretty easy.If you are interested in the 85 2 strokes you may consider a Kawasaki or Suzuki. The Honda 85s powerband is targeted for advanced riders(it comes on later and a little harder)All 3 are pretty even in speed.

Ridinfolks,
The CPSC age recommendations only apply to ATVs only and not dirtbikes.
Seth,
I would seriously consider you looking at the CRF150. Plenty of pep to pull an adult and has much more performance possibilities than the XR80 or the XR100 should you need a bit more power later on.
And, just fo the record, the only 2 strokes still left over at Honda are the CR85R, CR125R, and CR250R. The CR500R was dropped two years ago and there are big rumors in Honda right now that the CR125R will be dropped after next year. Makes perfect sense considering that everyone has CR125s on the showroom and no one can keep enough of the new CRF250R 4 stroke bikes.
