If by "properly tuned" you mean "has a turbo" then you are correct. Otherwise, it's quite a rarity to see a Civic go that fast. He definitely won't run low 15s with just a fartpipe and new air cleaner. Honduh guys are jumping up and down screaming with joy when they break into the 15s at all. lol

The 1990 Integra RS (130 crank hp) could run low 16's to high 15's and weighs similair to all civics. (258Xlbs) Now, the B18a/b took some cam, intake and exhuast updates in 94 when it became the B18b and jumped to 142hp with comparible torque. add that with some basic bolt on's, i have little to no doubt it would run low 15's.
