little carburetor confusion

1. here (http://www.hmfengineering.com/honda400ex.html) it says to turn the air/fuel mixture screw OUT 3.5 times. what does "out" mean?
2. how do i access the air/fuel mixture screw? i heard from a few people on here that it's on the very bottom of the carb, and heard from others that that is where i put in the new jet. true on both or did i miss something?
3. am i going to have to rip off the carb to access these two things (place to stick the jet and air/fuel mix screw) ?
any comments from people who have actually done this on a 400 would be great.

The air screw is on the bottum of the carb, on the engine side of the bowl. Between the engine and the bowl if you will. It is a flat-blade screw made of brass. Turn it all the way in, about 2.5 turns I would guess. Then keep good track and screw it out the three turns they said.
If you are doing the main jet only and not the pilot, you can remove the 17mm plug in the bowl. The main jet is right above(past) that. If you have a pilot jet you will have to take the bowl all the way off, four phillips head screws.
