Is it illegal to ride double in the state of Oregon on state land and what about private property? Is it illegal to ride an atv like a 400EX on state property and what about private property or are these just factory reccomendations in the state or Oregon?

not sure about riding double in the state of Oregon, but on private property i don't think there is anything anybody can do. remember, there are no laws of you don't get caught. lol.

I would imagine it is illegal to ride in random state or private owned land. There is a ton of places you can ride in oregon. National forest land approved for class III ORVs is your best bet in OR.
