depends on which side of the reed block you put them on but if you put them between the boot and reed cage they just relocate the carb off the clutch arm and dont increase case volume. between the reed block and the cyl they definately increase case vol by making the intake longer.

Good point, mine are between the cyl and cage. When I installed the carb and reed cage i used the spacers. Figured longer intake runner more flow. Never ran without to see how they run, would I even notice a difference?

First of all a reed spacer is good because as already said it ads volume, and the more volume the better. thats why everybody run a long rod with an 87-89 style piston because it adds volume. The reed spacer wont add much top end, but it will bottom, and you should notice better throttle response.
if were going to get specific ill add some more. The 86-87 gask tanks were diffrent than the 88-89. They had a diffrent cap. The 86-87 had adjustable chamber and the 88-89 were pre-set. 86's serial number was located on the rear part of the frame and the 87-89's was on the front. Some bearings and bushings were alittle diffrent between 86/87 and 88/89. 89 got a water pump upgrade. 86-87 had diffrent style foot pegs than 88-89. 86 had an adjustable dogbone and 87-89 did not. some of the mounting got a little bit diffrent as the years went on. The 86/87 disc rotors were a little bit diffrent from 88-89's. The jetting was diffrent each year. 86 had a little bit more compression stock than 87-89. There are rumors about 89 not having a rev limiter but im almost positive they do. The motor mounts were diffrent from 86/87 to 88/89, and 86 had a little bit diffrent front motor mout than 87. By the way most people think that 86-87 were longer due to the 1 longer swing arm but that is false. All 250Rs had the same wheel base. 88-89 seats were a little bit thicker. Im not sure on this one but im pretty sure 86-87 had a square tail light and 88-89 was oval.

it isnt a hp gaining modification. Rather it moves the power around. More volume=more bottom end. Careful drag racer, more volume isnt always better. There is a fine line.
With all that has been mentioned i cant belive people havent said anything about the gearing being different.
