Extra chamber on air intake (RINCON) ????

Extra chamber on air intake (RINCON) ????
What is the purpose of the small chamber off on the side of the air intake between the intake and filter? Mine keeps getting loose, and I was wanting to just cap it off. Will this cause any problems?
