Let more air and fuel in, and more exhaust out. I would do an EHS Racing airbox lid (unless you are always in the mud/water), UNI air filter, and a header and muffler. And of course, a rejet.

You are going to be limited in the amount of power you can add to the 250X.
Yes, a pipe and intake may help you out, but if I were you, I'd seriously think about saving up some money and going to a bigger displacement 4-stroke, or just sell it and buy a 2-stroke like a Blaster, or used 250R.
