250R Stumped

I would deffinetly start with jetting, but if you want to buy a new CDI then Nacs makes aftermarket ones, and other than that you will have to go through service honda. If you go through service honda order one for 88-89 because they had a better timing curve.

Anyone know where I can get a new one online? I don't really want to order a new one from the dealer & pay top dollar for it.

Ok, CDI box came in & it still does it! I decided to drain the fuel & add straight gasoline just to see if it would foul still. I cleaned the spark plug again with a sparkplug sandblaster & put it back on. Sure enough it didnt even last a min. Fouled right up. I took the plug off & it had black oil deposits on it. So it seems to me that the only logical thing to do it to replace the piston rings, hone the cylinder & see what that does. Unless i'm missing something else???

You are most likely to rich in the carb. You replaced the carb with a used unit from ebay. That particular carb might have been
run on a bike with more mods and thus the rich mixture on YOUR bike. I would take both carbs apart, and replace all jets with the ones out
of your old carb to set the jetting how it was when it last ran decent. (although it leaked, it did not foul plugs before the new carb!)
A rich carb mixture is certainly your problem, if you have not addressed this already.
OHH yea, one more thing. NEVER run straight gas in that thing again or you will have much bigger problems.
Besides the obvious problem of ZERO oil, when you run straight gas you are effectively richening the mixture much more due to a much higher fuel:air ratio.
(your replacing the oil with even more fuel.. thus richening the fuel/air mixture and fouling your plug right away)

I took the bottom cover off the carb & the main jet is #142. I took it out & put in #152 which is what the manual calls for & it won't even start. I would think that the 142 is a smaller jet which therefore make it run leaner, correct?

Although you are correct about the size, the main jet controls the fuel at 3/4 throttle to full. The pilot jet is what controls the idle to 1/4 throttle.
You might want to look at the pilot jet size to see if the one from your old carb is a smaller size than the one currently in there.
If it is, change it out. Let us know, and ill keep trying to help you.

Stealth,
It does sound like you do have carb issues, are you trying to run with the air box lid on? When is the last time your air filter was cleaned and oiled?
Once a plug is fouled its done. Get a few BR8ES plugs to do your jetting work.
What premix oil and ratio are you using? Try premium fuel with Amsoil @ 50:1 Its hard to foul plugs on Ams. its good stuff.
Have you done a compression test yet?
Check all your electrical connections and grounds for corrosion and oxidation. If corroded replace the pins. On the female side of electrical connections use a small scrwedriver or pic to close (tighten up) the pins.
Also when you change brands of oil make sure to get all of the olr fuel out of your tank. Take it off the bike and rinse it out with fuel and make sure its clean.
Strange things happen when they sit for a while, especially outside.

everybody is correct about the jetting and such, but im going to add a couple things...
Jetting is most likely your problem, but your stator or pick up box may be weak. Also, your right side crank seal may also be junk allowing the motor to suck oil from the transmission. Try re-gaping your plug to .020 and see if it lasts longer.
