I may not know much about quads, but I do know something about sleds. If these quads are based on Polaris sled engines, the 600 would not make anywhere near 130hp. You have to remember, there is a huge difference in the state of tune, when you run at an average temp. of 15 to 20 degrees F. A two stroke makes alot more power at low temps, as does any other motor for that matter, because the air contains more oxygen per volume, the colder it gets. Bottom line, the 600cc twin in a snowmobile only makes around 110hp. By the way, how are they going to cool this beast? Ever see the heat exchangers on a sled? No room for enough cooling on a quad chassis. A two stroke generates a tremendous amount of heat when you start to produce the kind of power per cc that snowmobile engines produce.
