my 98 foreman 400 needs a new cam. where do i find the tool to remove the cam carrier?

the dealer doesn't have them and they are telling me you have to be a dealer to get one. i've tried ebay, but i don't even know what the tool is called. can comeone help me out?

 

does the manual list the Honda part #? If so, call Rydersville Honda in Berkeley Springs, WV. I was told the same thing by a dealer once and they got me everything I wanted.
