Default liquid electrical tape

I read several places that putting this stuff on all the electrical connections helps to keep things from messing up. First, where should I look for these connections? Second, where do you get this stuff at? Can you get it at any hardware store? Thanks for the help.

It is used generally on places where you have spliced wires together--NOT on the plug-in connections (use dielectric silicone on the plug-in connecters). Auto parts stores should have both items. Don't know about hardware stores.
