For residents that live in states that have a sales tax, I believe you're supposed to claim or declare it in your own state. That's why that Tyco guy was saying those millions of dollars in art were for the Tyco office in NH instead of gifts for his wife in NY.

In N.Y. when you register your if sales tax wasn't collected at dealership then you pay at dmv. If you dont register you dont pay tax. Like me i just purchased my rancher in N.J. and paid no sales tax. Next week when i register my quad i will have to pay the sales tax at the dmv.

What if you sell it to someone else, then buy it back so it's private sale? Or if they still charge you tax, buy it back for a dollar?

?. I don't understand your question. If you allready own it then you allready paid tax if it is registered or you bought it in N.Y. If you are buying a vehicle from a person or family member then there is a yellow form at the dmv it is an affadavit for tax amounts for sales below actual value (in which case you pay tax on what you bought it for) or for gifts. If you only have a bill of sale they will charge you tax. Also i have had people at the dmv question the value of items on a bill of sale versus what i paid (in other words i was cheating and paying less tax by having a lower amount on bill of sale than i actually paid) and i had to explain the item was in poor shape, or wrecked, or whatever, before they would register.
