Well, it's almost a tie.
The Suzuki Ozark will out-perform and out-spec a Recon, but only by a small amount. If you compare the two side by side, the Ozark has a slightly larger engine, a little more suspension travel, more ground clearence plus it has disc brakes on the front. The Recon has a slightly tighter turning radius and shifts easier. All things being equal, an Ozark will have a higher top speed than the Recon, but you're talking one or two MPH.
The Ozark and Recon are several notches ahead of others in the 250cc ute class. Choosing between the two will come down to personal preference and price - both are excellent quads. We currently own an Ozark but may be in the market for another 250 class in the next year or so. I will likely get a Recon, as I would want to get the ES shifting - not available on the Ozark.
When all the mags do a shootout of the utility 250's, the Ozark always wins and the Recon is always second. However, when they compare the Z250 (basically a sport Ozark) to the 250EX (a sport Recon), the Recon always wins.

The last one I read the Recon won, I believe it was ATVAction, but what do the mags know anyways.
bigdane, I have a bit of experience with Recon's, and they are durable as anything else out there and they will go anywhere as well. You definately get a bang for your buck.

Actually, in the last magazine shootout I saw, the Recon won............
Suzuki always plays the follower! Honda had the Recon for years before the Ozark came out. Honda had the 250EX before the Z250 came out. Honda had the intelligence to place their motor sideways, so there is no change in direction for the drive shaft.......at least Suzuki didn't copy that. No doubt Honda has patents that Suzuki couldn't get around!
I just don't find the Z or the Ozark, to be as well refined as the EX or Recon.

All I know is that I saw what a neighbor of mine put his 05 recon through. His was one tough machine! He had to sell it because of financial problems but while he had it.....it went through heck! He went....or tried to......everywhere his dad went on his Grizzly and his brother on his Rubicon.
Can't speak for the others but the Recon is one tough atv.
