If a person were to only put suspension upgrades on either the front or the back, which would be best to do first? Being on a budget, would it be better to first put wider A-arms and new shocks on the front and widen the rear later? Or visa-versa?

I am not sure what kind of quad you have, but I would suggest that you do away with the stock front shocks. Most all stock quads have non-rebuildable fronts which wear out and fade fast. I would also suggest an extended axle before a-arms. Most rear shocks on sport/performance quads are rebuildable and pretty decent By all means do both if you have the funds, but that's the way I would go for the time being. Just remember, take into consideration if you plan on purchasing a-arms get the front shocks set up for that.
