if they are stock and the 450r is faster then it does not matter what you do to the 700 and 450.

the 450 cc will only take you so far.
no replacement for displacement.

the 450 race quads already come with higher compression, higher lift longer duration cams, and better flowing exhaust compared to the raptor. In other words they come built up a little from the factory.

 

they are still not as fast
