You still should be able to start it with the pull starter. Everything should work except the starter and the lights.
It happens sometimes that the insulation will get rubbed off a wire or it will get kinked, and cause a short. I would start from the fuse, and trace the wires out, looking for shorts. If it even happens when the lights are off, then it maybe in the ignition circuit????

A few more things to check. Right rear fenderwell is the voltage regulator, unplug it and inspect for damaged wires or moisture. Also, up front, chase back the shift control motor wires to it's connector (should be a round white connector with 2 wires going to it) unplug it and turn the ignition switch on. Check if the fuse blew with the white connector unplugged. Make sure the battery cables are connected the right way on the battery (it is easy to install the battery backwards and hook up the cables, still)
