Honda Recon clutch slipping

Default Honda Recon clutch slipping
My son just got an 05 Recon for his birthday and the clutch is slipping. The brake pedal is also locked down. Does anyone know how to adjust the clutch or fix the brake. I have several buddies who have Honda's and their brake pedals are locked down also. Thanks

Thje owner's manual has the clutch adjustment procedure.
