Sounds like the battery needs to be charged, or its dieing. Take the battery to any auto parts store, and they will do a free load test. When you take the battery off...check the connections. If they are coroded or loose, that could have been the problem, so shine them up, where they make contact, and retry starting.

randle what do you mean by you switched the fuse ?
Do you mean you replaced the old fuse with a new one , or did you just exchange a fuse from one of the other one's in the fuse box ?
My brother did this in his truck , only he didn't tell me he excharged the fuse in his 94' GMC Serria Picpup , and thought he was out of gas after taking him to a station 2 times getting gas for the pickup ; he told me about swiching a fuse because his radio and interior light's wouldn't work !
But he didn't tell me he just swithed 1 fuse for another in the fusebox , i told him to put a new fuse in the one he removed ; but he said he didn't have another one i just happen to have some extra fuse's with me at all times !
So after taking him to get gas 2 time's to put in the truck i gave him a fuse , and when he put it in the blade slot's he turned on the ignition switch hit the starter it fired right up ; electric fuel pump's need need 12 volt's to run the pump's !
It could be the battery are a loose or corroded battery termal where it hook's to the battery , that cause the battery to get low ; or it's just has some corrotion causing it not to start i've had that happen on my old Honda and Suzuki KQ !
Good luck to you in any case !..............

The clicking relay is a symptom, not a cause.
The battery voltage is dropping out, under load, and the relay is releasing, and that is the clicking you hear.
The only definitive test of whether or not the battery is good, is a load test.
Its either got a bad connection, or the battery is weak.

Hi rande you didn't give the year of your Honda TRX400EX , i don't have an O.E.M. manual i have a Haynes Owners Workshop Manual that covers 1993 through 1999 Honda TRX300EX 282cc ; and the Honda TRX400EX 397cc quad's !
On your 400EX my manual only show's 1 fuse holder and it's located on the right side of the quad , in front of the battery and it states you must remove the seat and rear fenders to access the fuse holder ; and hondabuster is correct in having your battery tested to see if it's bad !
But you talk about the previous owner riding it untill it quit running , and he removed the head and inspectied the piston and put it back together ; if he didn't use a new head gasket when he put it back together it will have a compression leak around the head gasket !
Does it have a backup starter pull rope or kick starter ?
Have the battery checked first and replace it if it's bad , then you can start from there ; but the previous owner should've checked for a good spark from plug then if it had a good spark the next thing he should've done was to check for gas getting to the carb and intake to the engine !
Then a compression test , then inspect the valves for proper gap between the valve stiem's and rocker arms ; the 400EX has frour valves 2 intake and 2 exhaust the valves should have been checked before the head had been removed !
The head gasket will most likey need replaced , and the exhaust header pipe may have a leak from the the exhaust gasket ; both the head and exhaust gasket's may need replacing since the head has been removed with out using a new head gasket before putting the head back on !
The proper spark plug for the 400EX standard NGK DPR8Z and Extended high speed riding NGK DPR9Z Gap set to ( 0.024 to 0.028 inch.) , Valve spec.'s Intake.......( 0.004 inch ) Exhaust........( 0.005 inch ) when you get to the valve adjustment i will type you through this procedjure ; just check the simple thing's first !...........

Nathan my manual covers the 1993 to 1999 Honda TRX300EX and 400EX Year Model's , however i don't think Honda Has made any major change to these quads since 1999 to 2002 ; but you can call a local Honda Dealership and ask if there are any changes since then !
Here is how you can get them to point out any major change , either call a local Dealer ; are you can go to the Dealership ; and ask to speak to their technition !
Then when you talk to him or her and ask what kind of changes were made after the 1999 Honda TRX400EX , tell them you know a Dealer in another township who has a 1999 leftover model that they wouldn't come down off the MSRP ( Manufacturer Suggested Retail Price ) ; they will tell you then if any major changes were made between the 1999 to 2002 Models !
It work's everytime i have never seen a Dealership that wouldn't tell you the difference between the yearly Model's , the new one they have is alway's the best you can buy ; i was in the Small Engine Service and Repair Business for over 20 yrs. and anytime i needed info on a new year model i never had to buy a new shop manual !
Why pay for something you can get for free ?
Just let me know what you find out , and if there are no big changes made between 1999 and 2002 then the info in my manual is your for free ; i've been awfull busiy for the last couple month's trying to get new bolt's for my transmission and torq converter on my old 87' Chevy S10 Tahoe Pick - Up !
But i check my email once a day usually at bed time for most , good luck with the Dealership ; if you go about it right they will offer it for free if they think they have a furture sales from you !...........
