Default Help with honda 300ex chain tension

i bought a 1995 honda 300ex from a buddy, it was ridin pretty hard.. i loosened up the 2 allen head bolts on the swingarm and there is a cam (not sure what you call it) with openings to adjust the chain. the thing WILL NOT MOVE. i had a huge pipe wrench on it with a 4 foot pipe and it wouldnt budge. does anyone know what im doin wrong or what is wrong with the wheeler?
