I'm no pro at all, and I've never owned either bike, but here's what I know about both and from here maybe you can make a decision for yourself:
I do believe that the Banshee will have a lot more power, b/c of the larger CC and the fact that it's a twin. I do believe that if the Banshee is a newer year, the suspension will be far better than the old 250r's (not fact, just an educated guess.) The 250r will most likely be lighter, and the frame, as you've probably heard, is legendary. I'm guessing that with some mods to the suspension and other parts of the machine, the 250r will be better on the track, but for the dunes the banshee will be the way to go. Do not quote me officially on any of this, b/c it's all heard from others, but I hope this helps you out.
