brake problems

i have a 97 200 honda four trax and the brakes on it wont work i have put new brake pads on and took the brakes apart and cleaned them out and they still wont stop me in the slightest way can any body help me please

Probably a frozen caliper. You may get away with taking it apart and cleaning it or you may need to rebuild it. Take the caliper off again and take the pads out. Then carefully and very slowly squeeze the brake lever and see if the caliper piston moves outward. If it moves, stop squeezing. Don't go any further than necessary to confirm it is moving or not. But you still may need to rebuild it.
