1983 Honda 200E rear brake drum- please help!!

Post 1983 Honda 200E rear brake drum- please help!!

My father-in-law recently purchased a 1993 Honda 200E ATC. The foot brake is loose, and I've noticed that the rear brake 'arm' on the rear axle housing is frozen. Now I took off the right tire, the first 'dust cover', and both axle blots, but I cannot seem to get the darn brake drum off for the life of me!!!! There's a washer, as well as a round 'tube of some sort that I got off as well, cleaned up the area between the drum and axle, but cannot see a 'spring clip' or anything of any sorts that is keeping the drum on!!!!
Can anyone please help!!!!!????! Is there a certain tool I need to get what needs to come off for the brake drum to get removed?( I noticed that there's a washer type of thing that's inbetween the drum and axle, has a few holes in it, but doesn't expand or contract to get it off!).
Any ideas would greatly help and be appreciated!!

If the rear brake arm is seized you will have trouble getting the drum off , you may have to tap the brake arm back with a hammer to release any pressure off the shoes/drum ..

I also will email you the brake section from the 1982-83 ATC200E PDF shop manual ..

I got them off today!!!! Had to actually heat the heck out of them, then hammer the living s*#t out of the axle ( from right to left ) it came off after about 4 tries and 2 1/2 hrs of work!!!
