float in the carb is stuck open most likely, do turn the fuel valve off when not in use? take the carb apart and clean and inspect it, its a easy job.

It would be nice, if you haven't done anything like that before, to have an experienced buddy there to help... or at least a manual.

The tube goes to the overflow/vent for the carb's float bowl. When you take the bowl off the bottom of the carb, you will see the float. Remove the pin that it pivots on, and then remove the float and the valve part. Something is either hanging up, or there's a bit of debris up in the carb at the valve's seat. Be careful not to bend anything to keep the float level correct.

^ as said above. Handle it with care so you dont mess the float level. don't be scared just be careful. Once you have done it, you will wonder why people pay to have it done.
