Honda 2004 TRX90 Choke on/off question

Hey guys,
This is one I have never seen before. Hopefully someone out there has the answer.
First off, what is the mixture screw supposed to be at for this machine. Is it 1 1/2 out?
This quad runs ok. When the choke is on, if I adjust the the idle down to about 1200rpm, when I turn the choke off the idle gets very high (as if there was a vacuum leak. If i lower the idle enough to start it with the choke off, it runs great, spins the tires on gravel and has great top end. But then when I go to start it cold with the choke on, it won't start. Instead the choke needs to be off and I have to pull start it till my back is broken. I understand chokes and carbs for many years, just never saw the idle go higher when the choke goes on, and lower when the choke is off. (And yes, the choke on is when the butterfly flap is closed.)
