Default I need help troubleshooting ATC wiring

I have a 1982 ATC 200E. I bought it and it's pretty much complete (no major parts removed) but doesn't run. One part removed was a starter switch that I replaced from one on ebay. It took a little time but I think I figured that part out. Here's my problem. I tried the pull starter and I have spark with the key on. After connecting the new starter button, I connected a vehicle battery (I don't have an ATV battery at this time) using jumper cables. I tried hitting the starter button and got nothing.

Is there a way to "bump" the starter using a jump wire so I can see if the problem is eletrical or the starter? Also, is there any way to help track down any other issues without a meter? (I'll admitt that I have no clue how to use one anyway)

I have some more work before I'm ready to try and start it. I have to replace all the cables (break, throttle, choke, all froze) and I have to replace the gas line. I'd really like to know if the ele system is working right but I'll admitt that eletrical problems and troubleshooting is a MAJOR weakness of mine.

one thing to do is get it started with pull rope and if it starts up and runs good you can say its the starter but if it dont start up and run with the pull rope its the stator i just rebuilt one of these last weeks at work same problem turned out to be the starter
