the "best" air filter is a subject for a LARGE debate, Aftermarket exhaust and rejetting will probably make it a little quicker and depending on what kind you get possibly louder also. Seafoam is a great product and designed to clean oil and fuel systems from stem to stern. DO NOT USE ACETONE. unless of course you plan on rebuilding everthing from the gas cap to the entire engine. Isn't this a 4stroke wheeler? how badly does it smoke if it's burning oil? You probably need a topend rebuild/bore.

My opinion (based on over 30 years of racing and riding) about filters is that unless you are racing, K&N is not the best choice as they require a lot more maintenance/cleaning than other foam type filters like UNI or TwinAir.
An aftermarket pipe, like HMF (make sure to get the "quiet-core" insert), a filter, and a rejet of the carb (while you're in there, clean out the jets) will be your easiest and least expensive means by getting more power, but only AFTER you first address the oil burning issue.
the oil issue could be caused by something as simple as dirt in the rings, or it could be worn components like rings, seals, or valves, and/or damaged cylinder walls. Running a compression test is the first thing you should do. Once you get the oil burning issues resolved, then get the power adders installed.

Do us all a favor and do NOT buy a pipe based on how loud it is....loud pipes do not give you more power, and they do not do you or any of the rest of us in this sport any favors with the non-riding public, and the non-riders are the majority...they make the laws that limit or outlaw riding in public and even private areas, so it's best to keep the noise, the damage to the environment, and the general irresponsibility to an absolute minimum.
