My honda 4 wheeler won't start except with the pull rope. Starter turning, key on, good battery

 

If starts with the recoil rope and starter in turning over! Is the engine turning over also? or is just starter turning? If engine is turning over than may guess would be starter turning to slow to make the combustion in side head to crank engine! If starter is turning and not turning engine than my guess would be the starter clutch one way and gear is slipping!!!
