Could be the wrong pilot jet is installed and/or the jet needle is in the wrong position. You might get with the folks that sells the big bore kit you have and find out what their jetting recs are.

You should probably pull the carb and clean it first. When you pull jets to clean carb look for jet size usually on the face of the jet.Make sure there is no blockage in the jet. I use a jewelers loop to look at jets. Any debris at all in a jet will be an issue. Does the machine have other aftermarket goodies on it that might require jetting? As Fasteratv said the needle may be in the wrong position or the screws are backing out or have backed out of the needle holder.

The only way its fouling plugs is with excessive ring blow by or bad valve seals. They would have to be really bad to foul a plug.Or way too much fuel. Is it possible someone tried to clean out a jet with a drill bit and over bored the jet. Happens more than you might think. Are you getting good spark to the plug? Puddle of gas is a stuck needle valve that stops the flow of fuel into the carb.Carb needs to be cleaned better or the needle needs to be replaced.Did you get the numbers off the jets?

Rebuild the carb....sounds like the float needle is faulty.

The Kiehin carb floats are usually not adjustable....you will need to clean the seat and install a new needle valve...if you want to do it correctly.
