Rick,
I had a similar problem with an 89 Suzuki. It turned out to be a worn out carb. The slide & needle jet were worn down to the point they were not functioning. The alternative was to rebuild or replace the carb. Since it would have cost about the same amount $200, I traded it in on a new quad.

how long as the bike been sitting?, sounds like you have a cloged main jet..pull the bowl off the carb and clean the bigget jet with compressed air as wire will damage the spray pattern inside the jet..

Sounds like the clip holding the needle in your carb is broken.

When this happens the bike will start and idle but will not rev up.

This is a common problem just replace the clip...

All the replies above are valid and it definitely sounds like you have a lean condition. You might also check for air leaks in the rubber boot from the cylinder to the carb. Do a visual inspection, if you don't see anything you can try spraying WD-40 around the boot and see if it idles any differently when sprayed. If so, you probably have a leak. This is how we check for intake manifold leaks on our jet-skis, but the idea should apply here as well.

I also thought about the intake air boot, but didnt post that because at idle is when there is the higest vacume, and full throttle would be lowest. This makes them run ok at full throttle and poor at idle as it only sucks around the boot when idleing..but still something to check out older machines can be a handful.. it even could be a bad ignition..seen that once, but id bet money it is in the main circuit..
