Tommorow I am going to put new razors on my raptor and I was going to put my stock tires on my wifes 400ex. The rears are the same but the fronts on the raptor are 21x7x10 and the 400ex are 22x7x10. Will that 1" smaller difference in size affect the steering/handling of her 400ex.

Actually, there is just 1/2 inch difference in height ... the other 1/2 inch is below the axle. In fact even when two tires of different brands in the same size are compared, there is often some difference in overall height. The only possible handling difference could be because the OEM Raptor tires are radials and in agressive riding may cause some handling problems, but I doubt a casual rider would not notice anything at all.
