try a whitebros rev limiter. $100 (shop around, some sell it for more)
i just put one on last weekend and couldn't believe the difference!
it's literally a 30 second 'clip' on piece.
you get 1000 more in rpm and much more aggressive curve.
i used to have to 'pull' up a little in 2nd and 3rd gear to get the wheels to come off, now
i just sit back and blip the throttle! it's totally worth the hundred bucks and easy easy installation.
taking out the choke, i did that with my jet ski. i guess it helped, but i had it ported and polished as well at the same time.
all the choke is, is a flapper type device in the carb that, if removed, will have less restriction on air flow.
i'm sure it helps, but on my jet ski i had to add a primer kit to replace the choke.
for the supposed gain, not worth the work in my oppinion - i'm sure not all would agree though.

I've heard honda's are notorious for being hard cold starters (wouldn't know, my Z starts first try every time). So my question is being that you only gain like one pony, is it worth it? I mean if you're really serious about getting power, why not just do real power mods? Take'r up to a 416, and mod it correctly, or do a 440 kit. I dunno, guess it's just me, I wouldn't ever wanna be without the choke. To each his own.
