Hi and welcome to the forum.
I have a Baja Wilderness 250, the ones sold in Pepboys, mine was a used model, I think it was just over a year old when I bought it, within a couple of months of buying it the motor turned to junk, now I don’t know how the previous owner treated the quad, but if I had my time again I would not buy one again, the good thing is I managed to fit a Yamaha Timberwolf motor bought via e-bay for a good price into the frame without too much trouble.
I would look for a good used Honda , Yamaha, like a previous poster said you get what you pay for.

Prices higher in Canada
Unfortunately prices are much higher in Canada. I don't think the Bayou is even available here but to give you a comparable example, the 2010 Kawasaki KFX 90, a child's ATV, is $3,499.00 here. I don't know why when the Canadian dollar is about .98 cents U.S. right now. Its seems that most motor vehicles of all types are considerably higher in price here.
I will take your advice though.
Do you have any knowledge of the Linhai brand. From my research they appear to be the only Chinese manufactured ATV with Japanese quality. They are in business with Yamaha apparently.
Any feedback is appreciated.
Cheers.

I wouldn't say that's a good comparison. The 90cc atvs down here at the established (non chinese) dealers are about that price. What some people may not realize is, some of the dealers are really selling a Taiwan made atv with their companies stickers on them.
If you were looking at a 90 for the kids to learn on, they I'd say Chinese built would be ok, just have the wrenches handy. But for one that is going to be used as a workhorse, go with the established brand.

I dont know the answer so I will ask the question.
If your dollar is 98-1 why not drive down to the States and get a bike?
Now if there are tax laws at the border that I am not aware of that is one thing but what if you made the deal on the phone went to the money exchange and paid with US dollars?

Don't fall for the, "We put a Yamaha-like engine", in our quads line. The Chinese makers basically ripoff the Japanese designs and don't build them with the same quality. Some quads I can think of that might work for you would be used Honda Recons, Yamaha 250cc (can't remember the name), Kawasaki Bayou or used Lakota with racks, Polaris Trailblazer, Polaris Trailboss. Look in eBay or Craigslist if they have it up there. It takes patience but you should be able to get something for your budget.

I dunno. Just seems too much to be a scam.
Let me know what you think.

Yeah for sure that is an option. There are ways to do it and often times any duties or taxes are outweighed by the savings. Canadians do it all the time with cars, trucks, boats in Florida etc. Used stuff is much easier than new actually. However, that takes a lot of time and research and depending on where you have to go to get it, more money too. It would have to be a border state to make the savings worthwhile.
