It won't start. Wires were sun burnt. But inside the motor is clean as the board of health. Please help

Can anyone tell me what type of motor this is and what's harness+ cdi is needed? Its chinese for sure
it has a long case on it but im not sure if that plastic is a fan or what. The stator is behind it . the starter is good and it turns over but i took all the wires off and need help with ALL steps. But where do i start cuz ive been looking online for 4 months and i still haven't seen ANY motor like it yet.
