does $69 winch come with roller fairhead?
Every person I've talked to who got a free or cheap winch with purchase had to pay for extra parts and installation. This isn't definitive, but you'll probably have to buy it separately. If so, you can probably find a roller just about anywhere and pay less than the dealer will charge, and installation is pretty easy.

DirtyWhiteBoy you got more than I did. I only got the green box it has the wires and switch along with a cable guide and the cable. No mounting plate and no roller fair lead. The roller is like $27.00 and the mounting plate is about $30.00. My dealer wants $100.00 to get the plate and roller and install. Mine is still in the box. i would have had it installed by them and bought the roller and plate, but I had to fight my dealer for the winch deal they tried to tell me the 700 didn't qualify. I had to call Kawasaki to get it straightened out.

DirtVH,
Sorry about your trouble. I am fortunate to have found a quality dealer. The owner races Kawasaki and got the first P700 in our state. He is quite knowledgable and helpful. I have to drive 2.25 hours to deal with him, but it is worth it. It is nothing but a hassle at my local dealer and I know more about the machine than they do. I bet I get a faster turn around at the dealer farther away. My last ordeal with my local dealer was 2 weeks for an axle shaft. Ridiculous.
So, having said that I am not surprised that I got the winch hardware and you didn't. Your dealer sucks it seems. However, an additional $100 for those parts and the winch install isn't bad. Or is it more for the winch install also?
