How much do you think I'm looking at spending? Is this something that can be easily fixed or would I need to take it to someone who really knows what they're doing?

Start by moving the parking brake cable at the lever. Look to see if the other end at the caliper is moving.

If the cable moves ok then the problem most likely is in the caliper and since brakes are important I would recomend that you have it looked at by someone who is familiar with that caliper.

I dunno what it would cost.

Btw I have an 02, TJ myself
