here is everything that has been done so far:

4 gallons of oil ran though it
carb torn all the way down and cleaned and new seals
spark plug out and turned it over meany times to blow it all out, its just letting out air now.
new spark plug

at this time there is no oil filter in it cause i have been changing it so often.(does this matter?)
i have no air filter on right now(does this matter until i get it running?)

What else can i possible do to fix this problem?

Also when i try to start it it backfires badly, but trys to start but it cant

please help

Try some starter fluid/ether. Just a small shot of it at the throat of the carb while you are cranking it.

You're gonna want to check compression. If the engine was running when it
inhaled water, you probably hydraulically locked the engine.
