why is my carb bogging down??

Either too lean or too rich. You need to look at the spark plug. Then again a bad plug will cause it too. Does it run ok if you don't crash the throttle wide open(crashing the throttle is not the fastest way to accelerate but no ones listening to me awyway)? Does it run flat out ok? What brand and what size rig is it? Auto or manual? Need way more information to give accurate answers.

have you ever rebuilt the carb? Your jets can be obstructed, probably the high speed jet if it is'bogging' down. I'm not real familiar with the operation of atv carbs, but I have a lot of experience with two stroke carbs, which have a regulator portion containing diaphrams, etc. I tune my own carbs (triples) on my race jet ski. If this problem was with a ski, I'd say depending on how the spark plug looks, you'd either need to replace the plugs or lean it out or make it a bit more rich. And the the machine is that old, a carb would definately be rebuilt. But then again, atv carbs are different I'm sure. Hope you can get it all fixed.
