03 650 sputtering at wot

03 650 sputtering at wot
Running 30 mph pin throttle and it runs like it runs out of gas.Ifi back off throttle it comes bake to life,if i squeze it slowly it runs fine,go wot it fall on face.Bad fuel pump???.Any help would be great.
