Default mojave rear brake problem-HELP

I went to replace the rear pads on my 1990 mojave and the pads seem to thick. it wont go over the disk with the new pads installed. They are ebc pads #fa84r (suppose to be a step up from stock material) E-brake is still there so I removed the cable thinking it was holding this slightly applied......Nope no diff.....The piston is as far compressed as it will go yet still remains about 3/16 inch from completely flush with the housing. Is this normal?.........anyone with some advise please help!
