Default can a rev limiter go bad

ok i am wondering if a rev limiter can go bad and what would happen, ok so here is what happend i was reving the motor ( i am having issues with power and motor bogging ) i tapped the cdi box which is connected to the electronic rev limiter on my 95 polaris magnum and it instantly went from bogging out to straight top end power i have been adjusting the jetting based on advice from others but their are to many events the air box lol i can pull the power out that way to just by holding my fingures a certain way and some times when i am rideing wide open and it is bogging it seems to fix once in a while and will then run like a beast so what do you think??? fell free to check my other posts this is all related
