Default mojave dry plug

Good day; I just aquired a 1989 kaw mojave 250 it was pretty beat , missing parts ect., I now have it wipped into pretty decent shape however now I can't get it running, after trying for several kicks we checked the plug and it was bone dry, so I assumed that probably it had been setting for some time and the carb needed rebuilt, rebuilt the carb and the same thing ,also raw gas is coming out intake side do you think we are looking at a timing issue here? Iv'e heard that these bikes are prone to this phenomanon. Thanks

I'd check the compression and valve adjustment before I jumped into it being a timing issue.
