Default 01 Bayou 220 electrical rev issue

Hi guys, I have a Bayou 220 that I just aquired, the previous owner commented that I need to leave the headlights on all the time while running the quad, or the engine will act funny. Well I thought nothing of it, and now I have witnessed this issue. With the engine running in neutral, lights off, occassionally the problem of the engine wont rev, just like a rev limiter. When I turn on the head lights, the rev problem goes away. OR if I disconnect the altenator 3 wire plug, the rev problem goes away instantly, but I know I can't keep that plug unplugged. Any ideas out there? Thanks ahead.

Sounds like a voltage regulator problem.
