Default Why do I have no rear brake?

1996 Bayou 300 4x4, lever and foot pedal move cable but does not slow or stop the ATV. I haven't taken anything apart yet. Could it be the brake shoe is totally worn or what else would result in no rear brake (its not just weak, its non-existent). I just got this so I don't know the history of this issue.

Sometimes the pad will come off of the brake shoe. This happens especially with some cheap aftermarket brakes or if the brakes have been wet. Pull the brake drum and see what you have.

Ok Ive got it all apart. Its really greasy and messy in there, cant tell how bad the pads are but they seem to be intact. I guess I'll just clean it all out and replace the pads. Does it need to be regreased? If so, how would I go about doing that? It seems like the grease should only be used around the seal of the drum if anything.
