Disconnect the 4x4 actuator connector from the main harness. Then apply 12 VDC directly the actuator connector pin, + to red and - to blk, for short time.
If the actuator motor doesn't move or make noise, then it is shot - no good.
If the actuator moves and makes a moving noise, then the problem is else where - maybe the igniter. If you have aftermarket ignition performance part like an ICM, it can burn up the igniter.

It can still go bad w/o aftermarket ignition parts...
If igniter went bad, the 4x4 controller (another smaller black box under the seat) doesn't get a signal when you flip the switch from 2wd to 4wd, and it won't engage to 4wd. If that's the case, there is no flashing light on the dash meter and 4x4 actuator motor would work only when you directly apply 12 VDC to it.

ok, first thanks for the help, found the prob it was the fuse. didnt have a tester till yesterday.when i first looked (4 months ago) at fuse,it looked to be good cause it was not blown in hte normal area they blow, but now i have a tester, checked fuse,no good.installed new fuse now engine brake works and 4x4 also.so everything is now working.
