As of today my quad has been blowing blue smoke. It does not blow any blue smoke at idle, or at a constant rev, but if you punch the throttle and rev the motor, a cloud of blue smoke will come out(the exhaust sorta smells like a weed wacker too, or even a boat motor.) I don't think that it's the piston rings, because that should be a constant blue smoke, but it only does it when you rev it from idle. What do you guys think, time for some engine work? My thought was maybe valve guide seals, or something like that... what you think?

Try leaning the carb out by a turn or 2 to make sure it isn't running to rich. Well rich is black smoke. Yep it's more than likely piston/rings valves/guides. My 230 did the same thing and all it needed was the oil ring. all the other rings were good but i bored it out and added a wiseco piston and rings while i had it apart. I wouldn't worry about it just yet its still probably got a lot of life in it.

It sssounds like the valve guides are worn to me. If it was the piston it would smoke all the time not just under high vaccum from decelaration.

About how much $$ will I be looking at if it's the valve guide seals? How much would it be if it's the piston rings? I've noticed that the problem is getting worse, now smoking almost all through deceleration(clearly not black smoke, it is blue).
also, could it just be in serious need of an oil change?

Smurfs have obviously taken up residence in your airbox. Their numbers are gradually dwindling every time you ride. Those poor little guys are getting drawn in with every intake stroke of that vicious Bayou. You should be ashamed of yourself for disreguarding your Kawasaki owner's manual. In there it clearly states that every pre-ride check must include removal of all Smurfs and Smurf paraphernalia from your intake track. Let this be a lesson to all.

Its not the seals but the guides themselves that are worn. The head has to come off and have guides pressed in and then reemed too size.

I don't know what "btodd" was talking about, but anyways, how much money is it going to cost me to get this problem fixed, and what could have caused this problem in the first place?

It just depends on if you use aftermarket or oem parts. If you bore or not. If you need valves.
Heres a general price:
$40-rebore
$80-piston and rings
$30-valves
$40-valve guides
$40 dollars an hour labor
$230 in parts plus labor
all together $300 to $400
thats just a rough guess
Btodd is talking about dust particles reachin your engine from a dirty filter.
The cause could be from dirt, water, old oil or just a damn lot of miles.
