Well it is seized, either by getting water into the engine, or over revving and something has nipped up. Check the airbox for water, take the plug out, and see if it will then turn over on the pull start. If it does, empty water from the airbox, drain the oil and flush the sump out several times with flushing oil or diesel, before filling with fresh oil and starting up. Run for a short time, then change the oil again. If it is still seized with the plug out, the top end of the engine will have to come off to see what damage you have done.
